曹操接到刘备的“拜帖”，请求他接受陶谦的赔罪，撤军言和，否则将与陶谦生死与共。曹操大怒，准备全军攻城。突然败报传来：吕布率兵攻克根据地兖州！无奈之下，曹操只得给刘备顺水推舟卖个人情，撤军言和。陶谦大喜，再次以徐州相让，被刘备婉拒，只恳请驻兵小沛，陶谦父子感动不已。一天深夜，奄奄一息的陶谦直到刘备答应做徐州牧后方才合目死去。就在刘备兄弟悲喜交集之时，被曹操打败的吕布率兵临城，请求刘备收容。刘备不顾关张的劝阻，毅然开城门迎接吕布。酒席上，吕布主动提出与刘备结为异姓兄弟，不料引起了张飞的愤慨。他在帐外大骂吕布，历数其种种不仁不义的“恶行”。吕布羞愧难当，认为徐州无法容身，刘备劝他暂驻小沛。曹操得知刘备做了徐州牧，怒斥其忠义其表，奸滑其心，荀彧却认为徐州一山难容二虎，建议曹操静观刘备、吕布之变，坐收渔利。
